The dispute began when the Board of Control for Cricket in India (BCCI) declined to send its team to Pakistan over security concerns, proposing instead that Indiaโs matches be held in the UAE under a hybrid model. In response, the PCB introduced a “partnership or fusion” formula, suggesting that all India-Pakistan matches in ICC events over the next three years be played at neutral venues like the UAE.
