The longstanding deadlock over the 2025 ICC Champions Trophy, set to be hosted by Pakistan, appears close to resolution following new proposals from the Pakistan Cricket Board (PCB). The revised plan aims to address India’s refusal to play in Pakistan and foster cooperation between cricket boards.
Under the new formula, India’s matches in the Champions Trophy will be played at a neutral venue, Dubai, while the remaining fixtures will take place at host cities in Pakistan. The arrangement is proposed to remain in effect for three years, covering all ICC events, and avoids the label of a “hybrid model.” Pakistan, in turn, has agreed that its matches in ICC events hosted by India will also take place in Dubai.

PCB Chairman Mohsin Naqvi emphasized the principle of reciprocity, stating, “We will strive for what’s best for Pakistan.” The formula is designed to set a precedent for future tournaments, ensuring equality between member boards.
The International Cricket Council (ICC) is playing a pivotal role in resolving the deadlock, urging the Board of Control for Cricket in India (BCCI) to accept the new arrangement to avoid legal complications over Pakistan’s hosting rights. The ICC aims to finalize the agreement before putting the matter to a vote, with a meeting scheduled for later today.
Sources reveal that the ICC’s “partnership formula” is tailored to prevent disputes and ensure a smooth tournament. The proposed solution has garnered optimism among cricketing authorities and fans, marking a potential breakthrough in India-Pakistan cricket relations.
The Champions Trophy, slated for February 19 to March 19, 2025, is Pakistan’s first major ICC event since the 1996 World Cup. Matches are scheduled in Karachi, Lahore, and Rawalpindi. However, the BCCI has expressed reluctance to play in Pakistan, citing government restrictions.
The PCB has firmly rejected the idea of hosting matches exclusively at neutral venues, emphasizing its right to organize the event within its borders. “We are hosting the Champions Trophy, and we will not compromise on our hosting rights,” a PCB official said.
India has not toured Pakistan since the 2008 Asia Cup, and bilateral cricketing ties have remained frozen due to political tensions. The last bilateral series occurred during Pakistan’s tour of India in 2012-2013. Similar issues arose during the 2023 Asia Cup, hosted by Pakistan, where India’s matches were relocated to Sri Lanka under a hybrid model.

If the formula is implemented, it will serve as a framework for resolving venue disputes in future ICC tournaments. For the next three years, Pakistan and India will play their ICC event matches at neutral venues when hosted by the other nation, ensuring participation without compromising security or political concerns.
The PCB has rejected any financial compensation for India’s absence in Pakistan-hosted events, focusing instead on equitable solutions to preserve the tournament’s integrity.
